Adoption is when one member gives another member a character that they don't want to play anymore, for whatever reason. This is useful for ensuring that a character stays active rather than sit around on its tail doing nothing because its player has no muse to spare for it.
Adoption is a process regulated more by the player of the character in question than the staff of a site, which is why there is no form for putting a character up for adoption. However, the original owner of the character should provide as much information on the character as they can and make it plain what they would be okay with changing about the character. The original owner also is at liberty to impose requirements upon anyone wishing to adopt their character, such as an activity or writing level.
